Connectivity restored

ITANAGAR, May 22: The road connectivity of Sangdupota Circle under Papum Pare district was restored with the re-launching of Steel Bailey Bridge over river Poma today. The bridge had collapsed on 29th November last year due to plying of an overloaded vehicle.

 Parliamentary Secretary Planning cum Local MLA Nabam Rebia visited the newly erected steel bailey bridge of 180 feet span along with CO Sangdupota and officials of Doimukh PWD Division today. Rebia appreciated the concerned department for the timely re-launching of the bridge. He also appreciated GRSE Ltd. Kolkata for supporting the concerned department on a very special consideration by providing bridge components on loan basis for 3 months expiring on July 2013. The bridge over Poma River is now made open to public traffic with the maximum load capacity of 15MT only. Earlier  Chief Minister Nabam Tuki visited the collapsed bridge site along with local MLA, DC Papum Pare, CE W/Z APPWD and SE Capital Circle APPWD on 12th April  and directed the department to go ahead with re-launching of bridge immediately to restore road connectivity to Circle headquarter Sangdupota and permanent site of NIT, Jote.

 

PPA condemns chopping off of Arunachal map in textbook

ITANAGAR, May 22: People's Party of Arunachal (PPA) strongly condemned the omission of Arunachal map in class 10 Geography and Economics textbook of Maharashtra State Board of Secondary and Higher Secondary Education.

“It is a classic example of sheer negligence of Maharashtra State Board of Secondary and Higher Secondary Education. This kind of apathetic attitude toward the people of Arunachal Pradesh by the people from the mainland is surely to create doubt and fear in the minds of people of this eastern-most state of the country,” PPA said in a release.

Criticizing both Centre and State Government for remaining silent over the issue, PPA demanded the latter to convene an all party meeting on the issue immediately.

 

Death of social worker mourned

ITANAGAR, May 22: The Tarh Welfare Society (TWS) has mourned the demise of Tarh Kasung (Tarak) who passed away on May 11 at R K Mission Hospital here.

A renowned social worker, true priest and GB of Gaga village under Nyapin Circle of Kurung Kumey district, Late Kasung is survived by his two wives, seven daughters and three sons. He was the elder brother of TWS general secretary Tarh Miri.

In a condolence message, TWS wrote, “His untimely demise has left a huge vacuum in the Tarh family in particular and Nyishi society as a whole. We have lost a senior member whose place can never be filled up. His work and love for the society shall remain immortal in the heart of every member.”

Offering condolence to the bereaved family members, it further prayed for the eternal peace of the departed soul.

 

Arunachalee boy forced to consume illicit substance

ITANAGAR, May 22: An Arunachalee boy studying at ITFT College Chandigarh fell unconscious after he consumed the drink that was offered by an auto driver in New Delhi yesterday. The victim has been admitted in City Hospital, Karol Bagh for treatment, according to a release from All Arunachal Pradesh Students’ Union, Delhi unit.

The victim reportedly said in a semi-conscious state that he was offered some drinks laced with drugs by the auto drivers when he was travelling in the hired auto from Kashmere gate, Bus terminal, New Delhi to central Delhi.

An informal complaint has been lodged with Kashmere Gate Thana, the release informed. However, investigation could be launched only after the victim recovers from the unconsciousness state, it said quoting police. The matter has also been referred to DCP North District, the release added.

“This is just one of many examples how notorious people are active in national capital,” said the release. It appealed all to be careful when they visit Delhi to avoid such untoward incidents.

 

Governor mourns demise of Sokjar

ITANAGAR, May 22: The Governor of Arunachal Pradesh Gen. (Retd) J J Singh has condoled the sudden demise of  Sokjar Gamlin. Late Sokjar  was a former political interpreter and chairman of S & G Printing and Publishing House that owns the English Daily “Eastern Sentinel”.  Sokjar breathed his last at a private hospital at Guwahati on May 20 morning.

In his condolence message to the bereaved family, the Governor expressed shock and prayed for the eternal peace of the departed soul.

Society alleged ill-treatment to juveniles

ITANAGAR, May 22: Claiming that two minors were mercilessly beaten up and bundled up inside the bar by police officer after they raided Tamne village under Bana Sub-Division in East Kameng district today, All Richo Welfare Society has vehemently condemned the police brutality saying that two juveniles were kept behind bar and non-bailable case registered against them. Terming the act as an unlawful, the Society appealed to the district administration to maintain law and order problem.

 

KKSU mourns death of ex-PI

ITANAGAR, May 22: The Kargu Kardi Students’ Union (KKSU) has deeply mourned the demise of Sokjar Gamlin, former political interpreter and chairman of S & G Printing and Publishing House that owns the English Daily “Eastern Sentinel”.  Sokjar breathed his last at a private hospital at Guwahati on May 20 morning.

Late Sokjar Gamlin was the father of former Chief Minister Jarbom Gamlin and transport minister Jarkar Gamlin. He was a kind hearted and one of the visionary men of KKSU areas in particular and Arunachal Pradesh in general, the Union said in a condolence message.

The  KKSU  observed three minutes silence  for the peace of the departed soul and prayed to the almighty Donyi Polo  for enough strength to the  bereaved family members to bear the irreparable loss.

 

Union demands action against wrongdoers

ITANAGAR, May 22: Informing the incident wherein Assam police and Assam forest department officials had destroyed Church and rostrum and injured many people at Digalmukh village under East Kameng district, the All Pakke Kessang Pijeriang Dissing Passo Seijosa Students’ Union (APPDSSU) has appealed the state government to take immediate action against the responsible persons.

Also asking to provide compensation to the affected people, it warned of taking law in its own hand if the vexed issue of boundary dispute is not solved early.

 

Pre-poll violence alleged, FIR lodged

RUKSIN, May 22: One Igo Doye (42) of Seren village in East Siang has been accused in multiple charges like attacking two innocent persons besides damaging a vehicle at the eve of last panchayat poll.

According to report, accused Doye illegally restrained one Ganesh Dabi of New Telam village, who was on the way back from Seren village on May 15 evening. Doye and his accomplice reportedly attacked on their car and made Ganesh and his mate Tumgo Riba injured. The accused also broke the glass of the Scorpio during the attack. Ganesh is a Congress party member in Nari-Koyu constituency.

Victim Ganesh, on the next day lodged an FIR with Nari Police accusing Igo Doye for his unreasonable attack upon him and damaging his valuable Scorpio car. Police have registered a case (Case No- 03/2013) under sections- 341/323/427 IPC against Igo Doye and started investigation. Police however reluctant to disclose details of the case.

Doye is head master of a Govt Secondary School in Itanagar. He was allegedly involved in active politics during the panchayat election in support of the NCP candidates contesting in Nari-Seren Anchal block and thereby violated the Election Code of Conduct.

The senior Congressmen of Nari-Koyu have condemned the alleged act of the headmaster and demanded the authority to take strict legal action against him.

Governor inspects progress of BCT and OKSRT roads work

ITANAGAR, May 22: Arunachal Pradesh Governor Gen (Retd) JJ Singh undertook an aerial inspection of Balipara-Charduar-Tawang (BCT) and Orang-Kalaktang-Shergaon-Rupa-Tenga (OKSRT) roads today.

Accompanied by Secretary to Governor Ankur Garg and Project Vartak Chief Engineer Brig. PD Naidu, the Governor saw the progress of work on both the roads, which are of immense importance to the people of West Kameng and Tawang.

In his efforts to expedite these projects, the Governor advised the concerned officers to put their best effort and set a new benchmark for roads in the north eastern part of the State.

The Governor emphasized on timely completion of the roads. He said that these roads are vital from both tourism and defense point of view.

Recalling the ancient trade route from Udalguri-Tawang-Lhasa, the Governor pointed that these roads will not only be benefiting the people of Arunachal Pradesh but also to the people of Assam and West Bengal.

Later, the Governor interacted with senior officers of Army and Air Force at Tezpur. According to official sources, of the 318 km BCT road work is in full swing from 0 (Charduar) to 50 km towards Bomdila-Tawang and will be completed by December 2013. This border road is being funded by Ministry of Defence. Works are also being carried out on the OKSRT road.  PRO to Governor

 

 

Palin town tense after poll related violence

ITANAGAR, May 22: The poll related violence today rocked Palin town with one person getting serious injury after security personnel open fire on unruly mob. According to the report a group of people unhappy with the order of State Election Commission to conduct re-poll of 15th Sangyata Pagu Anchal Segment today ransacked official quarter of additional deputy commissioner at Palin town.

When security personnel tried to stop the mob, they started clashing with them. To control the mob the police personnel fired in the air. However in the entire melee one Takam Tagung, who is also contesting candidate for Anchal Samiti member was hit by the stray bullet. According to the report he was not part of mob and was only witnessing the incident from his home which is located adjacent to the ADC quarter. His condition is stated to be serious.

Meanwhile Kurung Kumey district magistrate has declared 144 in the district. “In view of the recent violence and threatening of life and property of officers/officials performing election duty at Palin Township, the District Magistrate Kurung Kumey District  exercising the powers conferred under Sec 144 of CrPC 1973 prohibits carrying of all kinds of arms and lethal weapons like daos, knife etc.,” stated DC in an email release.

Further holding of Public meetings, gathering and movement of 3 or more persons at one place and doing anything that may lead to loss of public peace and order has been banned in the district. The order comes into force from 22nd day of May’2013 and will remain in force until further notice. (ATNS and DIPRO)

 

 

Cong maintains lead in PR elections

ITANAGAR, May 22: Ruling Congress continues to maintain lead in elections to three-tier system of Panchayat Raj in Arunachal Pradesh.

According to reports received from various district headquarters today, Congress captured majority of Zilla Parishad seats in West Siang, Changlang, Tirap and Lower Dibang Valley districts.

The party bagged all the declared ZP seats so far in West Siang district excepting the 2-Aalo East Upper seat which has been won by PPA candidate.

Most of the ASMs and GPMs seats at Aalo East, West, Monigong/Pidi and Liromoba were also captured by the INC candidates. The detailed results of other parts of the district are still awaited.

In Tirap, Congress bagged four ZP seats out of seven and rests were won by Independent candidates.

The Anchal Block for Lazu and Khela-Lamsa were reserved for women candidates.

In the ASM election also the Independent candidates gave the ruling Congress candidates a run for their money. However, INC candidates won most of the Anchal Samity and Gram Panchayat seats.

A giant screen was put up outside the counting center for the live-viewing of the counting process.

In Longding INC swept the poll.

Congress bagged four ZP seats out of six while BJP and PPA won one seat each in Lower Dibang Valley.

Congress captured 1-Hunli, 2-Roing, 4-Iduli and 6-Dambuk seats while PPA and BJP bagged the 5-Koronu and 3-Meka seats respectively.

Out of 31 ASM seats in Hunli, Roing, Meka, Iduli and Koronu blocks INC won 23, Independent -5, PPA - 2 and BJP - 1.  Congress also bagged 21 GP seats out of the election held for 43 seats in those five blocks.  Independent won 11, PPA 6 and BJP 5.

Lottery was drawn to decide the winner after election tied in two Gram Segments under Jia-I.

The detailed result of Dambuk Anchal Samiti Constituency is still awaited.

The Indian National Congress captured 10 seats out of total 11 Zilla Parishad segments in Changlang district. Independent candidate won the remaining one seat.

No post-poll violence has been reported from any place of the entire district. The District Administration made elaborate security arrangements during entire election period to prevent any untoward incident.

Independent candidates bagged two ZP seats in Dibang Valley out of the total three while Congress won Anelih-Arzoo seat.

Congress bagged 13 Anchal Samity seats out of total 21 and Independent candidates won eight. It also bagged 52 GP seats out of 72. Sixteen seats went to independent candidates and one seat to BJP. Polling was not held in two GP seats as no candidate filed nomination papers for those seats.

Geku ZP seat in Upper Siang district went to independent candidate. According to a report, Jiten Ezing defeated his nearest rival Opek Taku of Indian National Congress by a margin of 23 votes in a triangular contest.

 

 

ACF writes to parliamentary secretary home

ITANAGAR, May 22: The Arunachal Christian Forum (ACF) has written to parliamentary secretary, home, government of Arunachal appealing immediate action to address the grievances of Baptist believers who have been hurt due to destruction of Baptist church at Digal Mukh under East Kameng district on 21st May.

ACF has condemned the act of Assam officials. Such activity that lacks sensitivity to a religious establishment does not augur well for communal harmony in our state, the ACF wrote in a letter.

“We have learnt with great dismay that the Baptist Church building has been demolished by Assam Forest Department officials led by D.F.O, Biswanath Charali with the help of police. We appeal to the authorities to look into the matter and redress the affected people. This church was established in 1983. It is this 30 year old institution that the Assam Government officials have destroyed without issuing an eviction notice or taking into consideration the religious feelings of the people of Arunachal Pradesh,” ACF stated.  “In a secular and democratic country like ours in which the freedom to practice one’s own religion is enshrined in the Constitution such actions should not be overlooked,” the forum added.

 ACF has requested parliamentary secretary home to compensate the affected believers by helping them to rebuild the destroyed church.

 

 

Education system of Arunachal needs revaluation

ITANAGAR, May 22: Brain drain of India is a very well-known issue and a major concern for us. But before going forward with the details of the whole of India, should we be more concerned about our state?

Technically brain drain means emigration of skilled people from one country to another country in order to explore better opportunities but in our reference it is from our state to different states. Today when we look around there are people in hundreds migrating from Arunachal to mainland Indian states in search for better opportunities and better education. Especially in metropolitan cities like Delhi, Mumbai, Chennai and lately Bangalore, where you can spot people belonging to Arunachal in a great number and figures increases every year.

So, what is driving away those people to move out from Arunachal to other states? When asked to the parent’s reason for sending large number of students to the outside state, they said “Because we want better future for our kids which other cities provides”. Also while interacting with an old lady she said, “I never had chance to go to school but I always wanted my children to learn and go to the city for higher education because I always heard from people that people going to Delhi, Mumbai gets very rich and they always speak in English and that’s what I always wanted for them to learn, earn and never to struggle like I did”.

It is like stating the obvious that parent’s wants best for their children but why sending them outside the state. Can Our GOVT. be blamed for this? Is there a major fault in our education system? While talking about our education system according to current census the literacy rate of Arunachal Pradesh is 66.96% which is an average rate and also comparatively with other North-eastern states it is quite low. Can poor conduct of education department be blamed? Time again our education system has failed to bring about new reforms in order to compete with the rest of the states. When asked to some of the students studying outside the capital, why choose other cities rather than your own? They said “institute of cities like Delhi, Mumbai gives us more exposure than our state can ever provide us with.” Also students shared their views saying “there are no proper colleges established yet which sets the limitation of choosing the courses for us”. “Am for freedom of expression so studying outside the state,” shared a Mascom student.

Thousands of quotes from different people and somehow it all sounded same like the voice of one.

We have already entered the 21’st century yet the lack of introduction of advanced technology in our state’s education system has repeatedly failed to fulfil the need of today’s education. The need of today’s generation is very different from what it was like 2 centuries back. Upgraded technology is the need of the hour. We don’t have medical college yet in our state. Every year medical aspirants has to go out of the state in order to pursue their studies. Which can be proved good for our own but at the same time it brings us the shame to realise the fact that we do not own a medical college. But the issue doesn’t revolve around students going outside and studying, everyone has their own rights to go wherever they want and to choose and study whatever is right for them but the problem starts when our people starts working outside that is when the Brain Drain starts. There are large number of people working outside the capital because of obvious reasons better opportunities, reasonable income and most importantly adaptable to new lifestyle. Big cities provide wide exposure thus attracting the youth and offering them with ample amount of choices. People working outside the capital have the same opinion that working environment of big cities is much more intellectual and competitive and it is fun. We get the kind of freedom which we don’t have back in Arunachal.  Whatever the reason behind the brain drain is but we can’t deny the fact that govt. has failed to promote employment avenues to the youth. They should generate scope for not just professions like engineers or doctors but also for mass media, fashion technology etc. Society claims young generation as the ‘future generation’ the one that will light us towards building the state into a developed state but what if there will be no young generation to hold on because the big cities have already grabbed their attention.

There are loopholes in our education system and students of every corner from Arunachal have something to say about how dysfunctional their schools are. No proper introspection of schools and colleges are done. There is no availability of basic amenities required to run the school.

Govt. should realise it soon enough that gone are the days of chalk and blackboard and to revaluate the education system and ensure not just proper checking of educational institute but to reinforce newly equipped and well upgraded advanced technology. And ensure to guard the skilled youth from outsourcing because in order to eradicate the corruption from Arunachal we need skilled and educated youth. We need educated professionals to led our state to emerge as a powerful and developed state from so called small village and also we need civilised and rational minded youth to bring in the change in the society and enhance the beauty of our culture in the way it deserve.

 

 

Late Kenglang selected for Lummer Dai Literary Award

ITANAGAR, May 22: The Assam Sahitya Sabha has selected late Kengsam Kenglang, one of prominent literatures from Arunachal Pradesh, for conferment of 3rd Lummer Dai Sahitya Bota (Literary Award) 2013, posthumously.

Late Kenglang, an Assamese writer from Changlang district, has been chosen for the prestigious award for his immense contributions towards Assamese literature, according to Arunachal Pradesh Literary Society.

He wrote several books in Assamese, including ‘Lonkai aru Thaknang’, ‘Teeli’ ‘Tangsa Janajatir Sadhu’, ‘Jene Kukur Tene Tangun’, ‘Aair Homan Hobo Kun?’.  ‘Aair homan hobo kun’ has been translated into Hindi.

Previously, Kenglang was conferred with Phulchand Khandelwal Award, 2011 by the Sabha. He was the second Arunachalee to be decorated with the prestigious award after prominent author Y D Thongchi in the year 2003.

The Lummer Dai Literary Award – which carries a citation and a cash of Rs 25,000 – would be presented on June 1 on the occasion of 73rd birth anniversary of ‘Sahitya Surya’ (late) Lummer Dai, the renowned novelist, in a function at Itanagar by the ASS.  

Late Dai’s birth anniversary is observed jointly by Arunachal Pradesh Literary Society (APLS) and the Assam Sahitya Sabha each year reflecting the age-old relationships between the two states.

A review meeting in connection with late Dai’s birth anniversary celebration was held here today under the chairmanship of APLS president Y D Thongchi. Among others, Dr Tage Tada, Batem Pertin, S Kri, Tokong Pertin and Dr Pekba Ringu attended the meeting.

 

 

Rubber replaces jhum cultivation in Tripura

ITANAGAR, May 22: Rubber has served as a panacea in replacing shifting or jhum cultivation by almost 90% in Tripura, said Latex Pvt Ltd managing director SK Bhowmik.

Taking to this daily from Rangnala block cultivation area, one of the four sites taken up in 1992 as a joint project of the Rubber Board of India and Tripura government, Bhowmik informed that there are 58 blocks in the area covering about 1,000 hectares.

The area falls under Sipahijala district, which is known as rubber district of Tripura, the second largest rubber producer in India.

Giving the history of rubber taken up in 1963, he said that the RBI set up its first field station in 1967 under its Kalicot office while the state government formed Tripura Welfare Development Board, Tripura Forest Development & Plantation Corporation Limited (TFDPC) in 1976, the RBI upgrade the field station it to a regional office in 1976 to look after Tripura, Mizoram and Manipur and the state government set up Tripura Rehabilitation & Plantation Corporation Ltd to rehabilitate jhumiyas by persuading them to take up rubber cultivation with incentive of the state government and RBI and the success story is for everybody to see, Bhowmik said with confidence.

Tripura’s 57-year-old rubber man Tapan Nath said rubber has brought a sea change in uplifting the rural economy by removing the menace of insurgency to accelerate the socio-economic development.

Every farmer earns about Rs 30,000 pm and leads a decent life, he said, adding when Arunachal Pradesh has vast land rubber could earn green gold for the local.

Both of them spoke after addressing members of 157 rubber producers’ societies along with agro gramin united chairman Likha Maj.

“I’m here to learn and replicate your success story in Arunachal Pradesh, where the government has given top priority to rubber and tea cultivation to generate employment and boost rural economy,” Maj said in his address.

He cited his recent study tour to Kerala’s rubber garden Kottayyam sent by the chief minister to learn the secret of rubber, saying both the cash crops are being taken up in Arunachal with priority to make the idle land productive.

 

 

APCSOA-EKDU reacts

ITANAGAR, May 22: Reacting to the news item under heading ‘East Kameng APCSOA’s Decision Unfortunate’ published in this daily on May 21, the Arunachal Pradesh Civil Service Officers’ Association – East Kameng District Unit (APCSOA – EKDU) clarified that the planned step of availing mass casual leave and stopping all administrative and election-related works was born out of the total abdication of responsibilities by the DC-cum-DEO and the resultant atmosphere of lawlessness and chaos in the district.

The APCSOA – EKDU considering its responsibilities, however, resumed work and the counting of votes and other election process have been largely completed.

In regards to the DC-cum-DEO’s statement that he was unaware of the harassment meted out to the administrative officers-cum-ROs/AROs, two incidents of ‘gherao’ and abduction/attempted abduction of officers unfolded right before his eyes just outside his official chamber, the APCSOA unit claimed.

“In both the above cases, he shifted his responsibilities as a leader and virtually trapped the officers with a violent mob and made good his escape,” the release said.

“One incident will highlight the above contention. On May 17, the RO of Papu Valley West was just about to leave for Papu Valley to control post-election violence, when the DC called him to his chamber immediately. Despite his preoccupation, the officer reported to the DC, and there outside the DC’s chamber, the RO was surrounded by a mob of around 20 people, some reportedly armed with blades, and accompanied by their local MLA. On espying the RO, the DC said: “Yeh aap logon ka R.O aagaya. Woh Aapko batayega, and ducked back inside his chamber leaving the RO at the mercy of the mob,” the release said

It alleged that the DC has repeatedly twisted the reports/factual statements submitted by the ROs.

“Whenever a group demanded for re-poll, statements were submitted to the DC-cum-DEO by the concerned RO. In all such cases (e.g. R. O Seppa East, R.O Papu Valley West), the RO simply reported the facts based on the reports submitted by the Presiding Officer, the Sector magistrate, and his own observances, without recommending the course of action to be followed,” the release claimed.      

Bam, avoided his duties (and its consequences) by claiming that the ‘RO recommended’ certain actions and washing his hands off the whole situation. In effect, he conveyed the message that the ROs were to be held responsible and he be spared.

It also alleged that the DC-cum-DEO has never maintained confidentiality of the reports of his officers. Reports sent confidentially to him would promptly be photocopied in his office and handed over to whoever demanded them. The persons who attacked Ainstein Koyu, EAC-cum-RO, were clutching the photocopies of reports sent under armed escort to the DC just half an hour ago, the release said.

As far as security for Magistrates/ROs/AROs is concerned, belated response in the form of one armed PSOs were provided after repeated attacks on the officers.

“In the given circumstance, the statement in the media by the DC was shocking to say the least. Whatever grievances the officers of the district have were conveyed to the state government/State Election Commission/APCSOA Hqs., and not made a matter of public knowledge. By issuing statements to the media, it is the DC who has disgraced the APCS community. By doing so, he has tried to create the impression that APCSOA – East Kameng is abdicating its responsibilities, and thereby trying to arouse public sentiments against the concerned officers,” the release said.

“This statement is just to set things in their proper perspectives. Wisdom and leadership will be supported, even at the cost of broken limbs and hurt pride. In this case, both were conspicuously absent,” the release added.

 

 

 Tibetan  delegates seek Govt, people’s support

ITANAGAR, May 22: The four-day campaign in Arunachal Pradesh as a part of ‘All India Lobby Campaign' of the Tibetan parliament in-exile seeking solidarity and support to find a lasting solution to the Tibetan struggle concluded with a press briefing by the Tibetan Parliamentary delegation  here today.

Addressing to the media persons, the delegation fervently appealed the Arunachal Government and its people for continued support for the cause of Tibetans.

Pema Jungney, who is also a former Speaker of the Tibetan Parliament in exile said, “it is the moment for the Indian Government and the public to extend their continued support and solidarity with the Tibetan causes. Saying that a number of governments across the world have already raised voices against the Chinese government,  Jungney expects that the Union and the State governments in India would soon engage in similar diplomatic actions.

“This year the Tibetan Parliament in-exile launched a massive All-India Parliamentary Lobby Campaign to highlight the critical situation inside Tibet and to seek timely support of the Indian leaders and people while alongside calling for immediate global intervention to end the crisis inside Tibet,” said Yangchen Dolkar, who is also a member of the delegation.

The seventh leg of Northeast zone lobby campaign kick started on May 18 in Itanagar and the delegation met the State leaders, law makers and intellectuals of the State as a part of the campaign. The delegation has already met Arunachal Chief Minister Nabam Tuki and other leaders, she added. Other political leaders, the delegation met in the capital city, include Mukut Mithi (Rajya Sabha MP), Karya Bagang (MLA) Pasang Dorjee Sona (MLA), Thupten Tempa (former Minister) and Tai Tagak (State BJP President).

Yangchen Dolkar further asserted that Tibet remained an independent nation since 2nd century B.C. until 1951. Tibet maintained its steady position as a peaceful buffer zone between the two Asian giants, India and China. “The National uprising in 1959 in Lhasa, the capital of Tibet-following the invasion by the Chinese Communist party- had forced the 14th Dalai Lama to seek refuge in India. After the complete occupation of Tibet, the Chinese fortified the Indo-Tibetan border that emerges as a continuing threat to the security of India,” she asserted.

Consequently more than 1.2 million Tibetans perished and unified Tibet was forcibly assimilated into the neighbouring Chinese provinces. During the last 60 years of occupation, the repressive policies by the Chinese were aimed to annihilate the identity of Tibet as a nation and uprooting the indigenous population from their religion, language, culture and customs, stated Dolkar.

Talking about the phenomena of self-immolation by the Tibetans, Dhardon Sharling, another member of the delegation, claimed that the frustrated Tibetans inside Tibet have resorted to this new form of non-violent protests since 2009 and till today many died of the practice.

Meanwhile, a six minute video clip on phenomena of self-immolation by the Tibetans was also screened during the conference.  

 

 

International Day for Biological Diversity celebrated

ITANAGAR, May 22: The International Day for Biological Diversity-2013 was celebrated by Arunachal Pradesh Biodiversity Board at State Forest Research Institute, Chimpu today. A popular talk series was organized on the theme “Water and Biodiversity” as a part of celebration.

22nd May is celebrated every year as International Day for Biological Diversity as adopted by the United Nation General Assembly. The day commemorates the adoption of the text of the Convention of Biological Diversity on 22 May 1992 by the Nairobi Final Act of the Conference for the Adoption of the Agreed Text of the Convention. The ideology behind the celebration is to increase understanding and awareness on biodiversity issues. The Secretariat of the Convention on Biological Diversity, Montreal, Canada announced the theme of International Day for Biological Diversity 2013 as “Water and Biodiversity”. The theme has been chosen to coincide with the United Nations designation of 2013 as the International Year of Water Cooperation.

Speaking on the occasion, Arunachal Pradesh Chief Secretary H.K. Paliwal emphasized on conservation of biodiversity for quality water. He also said that development should not be hampered for want of forest clearance but suitable compensatory plantation in lieu of forest areas diverted.

PCCF and Principal Secretary Environment and Forests, D.V. Negi while giving key note address of the popular talk series stated that Water is directly proportional to Biodiversity. Without water life cannot sustain and thus the biodiversity.

Prof. D.N. Das, Dean, Faculty of Life Sciences, Rajiv Gandhi University, Rono Hills, presented popular talk on the Inland Water and Biodiversity.

Prof M.L. Khan, Professor, Department of Forestry, NERIST, Nirjuli, presented on Biodiversity loss and water crisis and Dr. P. Satyanarayana, Scientist-D, Head of office, BSI, on  Water and Biodiversity.

Four stickers representing Biodiversity of Arunachal Pradesh published by Arunachal Pradesh Biodiversity Board were also released by Paliwal on the occasion. As a mark of celebration, plantation programme was also organized in SFRI, campus participated by Chief Secretary, PCCF and senior forest officials. The prize to the winner of the painting competition on “Water and Biodiversity” which was organized at Guardian Angel School, Itanagar on the eve of celebration was distributed by the  chief secretary.

PCCF (Wild Life and Biodiversity) N.N. Zhasa, Senior Forest officials of the State, Board Member of State Biodiversity Board, faculty from Rajiv Gandhi University, NERIST, Scientist from BSI, ZSI, SFRI, faculty from Colleges, BMC Members and school children attended the programme.

We have right to know the truth

Dear Editor,

Through your esteemed daily, I would like to draw the attention of all the right thinking people of our state regarding the issue of stipend money. The scholarship money has not been delivered to the student community who are struggling hard to meet ends. Our state govt receives massive fund from central Govt. for the development of education sector. But we are surprise to know how hard is it to dispense a sum of hardly Rs 7000 or 8000 each to just few hundred students? Therefore we the student communities have decided to know the actual cause for such injustice. Why we are kept in the dark side of the room while every ones knows that we are the future caretaker of the state? Henceforth I invite one and all irrespective of their caste, age or designation to participate in our rally against the people responsible for ignoring the backbone of our beautiful state, a movement of today for the betterment of tomorrow. The rally will be held on 24th of this month.

Chimpu area road needs attention

Dear Editor,

Through the column of your esteemed daily, I would like to draw the attention of the concerned authority towards the pathetic condition of the roads in Chimpu area. The stretch of road between Kendiya Vidyalaya No.2 and Vivekananda Vidyalaya, Itanagar is in poor state since last one year. The earth cutting done on the road between these two schools were meant to make the road a “National Highway” as per the Government, but now it seems that they have made the road more pathetic than ever. The road is full of potholes. Even the half portion of the road has fallen due to landslides and it made the road thinner and pathetic. This may also lead to road accidents. During sunny day the road gets too dusty that we even can’t open our eyes. It becomes all the more of a mess when it rains. Life gets difficult for the students and other people whose schools and offices are located in that area as they have to go through that road every day. So, keeping the above in view, I hope that the concerned authorities will initiate expeditious steps to ensure a good formation of the road in that area.

Panchayat election shames family

Dear Editor,

Through your esteemed daily, I would like to share my experience regarding recent visit to my Songio village under Parsi-Parlo circle of Kurung Kumey district to participate in the Panchayat election. Actually it was not an election; it was kind of fighting between brothers of same parents and family. Our some of the brothers forgot all about their dignity, family etc. The election is not always about winning. If they lose they start fighting with own brothers. I just felt so ashamed and bad to see my family fighting each other to win election for their leaders. They should know what negative effect it can have on theirs children’s and juniors. Hope there will be a peacefully election next time. Let my brothers and family read this.

RTE - It’s advantages and disadvantages

I on behalf of people of Arunachal would like to write down few things in regards to Right to Education (RTE) Act. We know that ambitious Right to Education (RTE) Act came into force in the year 2009. It was started to provide free and compulsory education to all children in the age group of 6 (six) to 14 (fourteen) years as a Fundamental Right in such a manner as the State may, by law, determine. It was started with a novel idea that envisaged to provide free education to many deprived children and has several clauses which ensure that the numbers of school dropouts are also reduced and hence taking care of the literary scene of the country where everyone becomes literate.

On the one hand, where the act has garnered many praises for making education accessible to all, the various provisions given in the Act has also received criticisms from all corners.

In the clause-ll of the Act it is mentioned that ‘no child shall be liable to pay any kind of fee or charges or expenses which may prevent him or her from pursuing and completing elementary education, but in reality only 10 (ten) per cent of the schools are implementing the Act depriving many students of the free education that the government so envisages to give.

The Act makes it mandatory that the teachers have to be appropriately trained, like the teachers with the requisite know-how and academic qualifications, but the trend that we see in the teachers it is clearly being seen as the domain of the political leaders who have all their says in the recruitment processes. Many of the teachers recruited, or shall we say political fixed, do not have the slightest idea of even writing their names, let alone teaching.

And yes not to forget the absentee teachers. Most of the teachers after fighting tooth and nail for the recruitment find it cumbersome to stay in their posting places and instead prefers to stay in the Capital to prepare for their better avenue. It is also one of the reasons why RTE is still distant dream in the state. The no detention policy is another thing to be concern with, which in a way has discouraged the students to put in hard work. And because of the no corporal punishments clause in the RTE, many of the students are taking it in their stride to harass the teachers instead.

Why the Students’ Union are silent ?

Dear Editor,

Through the column of your esteemed daily I would like to ask a question ‘Why the Students’ Union is silent? I wonder why our students’ union is silent on the recent issue over the recent interference by Assam Police on Panchayat poll at Hassee -Russa village under Longding district. Of course technically speaking it is the foremost responsibility of the state government to take up such issues than the students union. But the student union as an apex body of the state has a very right to bring up the issues in light. The union could have pressurized the government to take up the matter in earliest. But why all the union is still silent? I wonder why the students’ union finds it more important to raise issues like ‘Green field Airport’ construction and remaining silent on boundary issue. I wonder, how students’ union get so much of time to visit New Delhi and meet the PM, HM, Mrs. Sonia Gandhi, Rahul ji and discuss over the Arunachal-China issue and while the people of the state are living in fear and anxiety because of the threat posses by the neighboring state of Assam. I wonder why there is a kind of selective issue being raised by the Union body and not those even if it is of utmost important. Lastly, I wonder! Is it that we all run where the money runs?

The people of Arunachal Pradesh have immense respect and hope in the students’ union. In particularly the AAPSU which is consider by the people as the opposition party within the state where there exist no opposition party in the state Assembly legislative. The positions and the status which the AAPSU and other students’ Unions have got among the people is something unique, no other students’ body has in other parts of the country enjoy such status. The relation, regard, faith and the hope people have on students’ union is something unique to the politico-administrative set up of our state whereas the other state of India do not have. I appeal the AAPSU and all district students’ Union of our state to take up the issue with the government of both the state, central and come up with an acceptable solution. I also request the AAPSU members to visit the Longding district and listen to the villagers of Hashi-Russa. Your presence there will surely give a relief and a hope for the people of the village who are living in fear.

World to face water scarcity

Speaking on the UN’s International Day of Biological Diversity, Ban said there was a  “mutually reinforcing” relationship between biodiversity and water that should be harnessed.

“We live in an increasingly water insecure world where demand often outstrips supply and  where water quality often fails to meet minimum standards. Under current trends, future demands for water will not be met,” Ban said.

Water, food, energy and climate are all linked.

Most forms of energy generation require water, variable weather is making agriculture  harder while extreme weather events are hindering natural water storage.

Ban believes there is an opportunity to address these challenges as the Millennium  Development Goals are replaced with a new set of objectives.

“As the international community strives to accelerate its efforts to achieve the Millennium  Development Goals and define a post-2015 agenda, including a set of goals for sustainable  development, water and biodiversity are important streams in the discussion.

“Although seemingly abundant, only a tiny amount of the water on our planet is easily  available as freshwater,” he said.

The latest UN World Water Development Report, released last year, called for $13.7bn to  $19.2bn of the Green Climate Fund’s annual targeted funding of $100bn to be directed at the  challenges faced by the water sector.

Much of this would be used to tackle supply shortfalls and flood management.

Climate change is already impacting the availability of water through rainfall disruption,  soil moisture, glacier, snow and ice melt and river, ground and water flows.
